Target Market Determination

Design and Distribution Obligations

DDO (Design and Distribution Obligations) is new legislation that is effective from 5 October 2021 and requires issuers and distributors of financial products to have a consumer-centric approach to the design and distribution of their products, with the aim of helping consumers to obtain financial products that are appropriate for their objectives, financial situation and needs.

What’s a Target Market Determination?

A Target Market Determination (TMD) is a written document that describes the class of consumers that comprises the target market for a financial product and matters relevant to the product’s distribution and review. The TMD also requires Rabobank to consider and plan how the product will be distributed so that it reaches consumers in the target market and is unlikely to be acquired by consumers outside the target market. It also serves as a reference point for distributors (e.g. Intermediaries) to comply with their distribution obligations.
